The research adopts an exploratory and descriptive design, employing a mixed-methods approach based on documentary analysis of final court decisions, complemented by data from environmental agencies and a review of the literature on environmental crime and governance in the Amazon. A total of 85 judicial cases were analyzed, enabling the identification of spatial patterns, predominant types of infractions, and the penalties imposed. The findings reveal a concentration of offenses in strategic municipalities, including Capanema, Tomé-Açu, Ipixuna do Pará, and Igarapé-Miri, which are closely associated with forest exploitation dynamics and the presence of key logistical corridors. Illegal timber transportation emerged as the most prevalent type of environmental crime, underscoring the critical role of the circulation stage within the illegal supply chain. The analysis also highlights significant institutional weaknesses in environmental enforcement and in the application of legal sanctions, with a predominance of low-deterrence penalties, such as minor fines and alternative measures. Furthermore, procedural delays, limited operational capacity of enforcement agencies, and insufficient institutional coordination were found to undermine the overall effectiveness of environmental legislation. The study concludes that, despite Brazil’s robust environmental legal framework, its effectiveness in the Pará Amazon remains constrained by structural and institutional challenges. Strengthening environmental governance through enhanced enforcement capacity, improved inter-agency coordination, and more effective public policies is therefore essential to curb environmental crimes and ensure the protection of Amazonian ecosystems.
