In Brazil, this challenge is set within a specific regulatory framework, comprising the National Solid Waste Policy (Law No. 12,305/2010), Decree No. 10,936/2022, Decree No. 10,240/2020, and the 2019 Sectoral Agreement on Electrical and Electronic Products—instruments that establish reverse logistics (RL) obligations for the sector but lack explicit design requirements oriented toward circularity. Given the gap identified in the literature regarding the lack of Design for Reverse Logistics (DfRL) guidelines grounded in RL operations and Brazilian Legal Instruments (BLIs), this dissertation has the general objective of proposing DfRL guidelines for WEEE grounded in the ILB aimed at implementing reverse supply chains for this waste. The research adopts a mixedmethods approach in a sequential exploratory design, structured into two complementary articles. Article 1 employed Content Analysis supported by a generative artificial intelligence platform—through a structured and documented protocol—and a Matrix of Certainties, Assumptions, and Doubts to identify and categorize, within the four selected BLIs, the design guidelines oriented toward the ten RL activities, resulting in the mapping of 9 Certainties. Article 2 subjected the legally supported guidelines to the Lawshe Content Validity method, applied to a panel of 82 experts in the fields of Sustainable Design, Circular Economy, and RL, in both aggregated and segregated analyses by area of expertise. In the aggregated analysis, the guidelines were validated as essential, with heterogeneous patterns across RL activities. The segregated analysis identified a core set of guidelines unanimously validated by all three groups and revealed a structural misalignment between the priorities of current legislation and the experts’ perceptions. The results offer simultaneous contributions to DfRL theory, to the practice of electronic product design, and to the improvement of the Brazilian regulatory framework, in addition to demonstrating a replicable methodological approach for other productive sectors and national contexts with their own waste management legislation.
